The Production Gap That Could Decide the Next Fight

NATO’s Supreme Allied Commander Transformation just laid out a blunt reality check. Days after the alliance’s Ankara summit produced fresh pledges for more Patriots and a $40 billion counter-drone package, French Adm. Pierre Vandier told Fox News Digital the numbers still work against the West.

“Today, the math is not in favor of the West.”

That assessment lands hard when you look at what Russia is actually putting into the air and onto the ground every night over Ukraine. The alliance’s air-defense model was built for limited threats, not the sustained waves of cheap drones and ballistic missiles now common on the modern battlefield. The same pressure showed up during the U.S.-Iran fighting earlier this year, which burned through Patriot and THAAD interceptors at rates the industrial base simply cannot replace quickly.

Why Patriots Alone Cannot Solve the Problem

Vandier was clear about the limits of the current approach. There is no realistic path to producing 50,000 Patriots a year. The supply chain does not exist, and the unit cost makes it a losing proposition for mass use against low-end threats.

What NATO needs, he argued, is a layered system: large numbers of inexpensive, attritable weapons that can kill the cheap stuff arriving in waves, while the high-end interceptors are reserved for ballistic missiles and other complex threats.

“You need to have attritable, low-cost, mass-produced weapons to just kill the low-cost weapons that are coming by big waves. And then you need still the exquisite, complex weapons to kill the most complex weapons, as ballistic missiles.”

What the Ankara Summit Actually Delivered

The Ankara summit moved some money in that direction. Allies committed more than $40 billion over five years to counter-drone capabilities and training, plus an order for 900 additional Patriot missiles. President Trump also announced a license that would allow Ukraine to manufacture Patriot interceptors.

Those steps matter, but Vandier stressed they do not fix the deeper design problem. Western weapons were engineered for an industrial base that no longer matches the scale of current conflicts. The designs themselves have to change under pressure so they can be mass-produced.

Russia’s Edge in Adaptation and Volume

Russia has already shown it can adjust on short timelines. After a recent live-fire exercise on Lake Peipus that Estonian officials read as practice against Ukrainian-style naval drones, Vandier noted Moscow’s ability to absorb battlefield lessons and iterate weekly. “War — if you do not adapt, you die.” For NATO the issue is now speed of adaptation. It is a mind game as much as a production race.

The production numbers make the urgency concrete. Estonian intelligence estimates Russia turned out roughly 7 million artillery, mortar, tank, and rocket rounds in 2025 alone — a massive jump from pre-war levels and still well ahead of combined NATO output in many categories. That volume has let Russian forces maintain high rates of fire even as Ukrainian forces and Western suppliers have worked to close the gap. NATO has improved, with European capacity rising several-fold and targets now aiming for millions of shells annually, but the alliance is still playing catch-up on volume and cost.

Ukraine Shows What Rapid Adaptation Looks Like

Ukraine’s own industry offers the clearest working model of what rapid adaptation looks like. Ukrainian companies have moved from limited drone production in the early years of the war to plans for well over 5 million drones of various types in 2026. They prototype, field, and modify systems based on immediate frontline feedback instead of multi-year acquisition cycles. Vandier pointed to that agility as something larger Western manufacturers need to match.

The Iran Conflict Made the Stockpile Problem Worse

The Iran conflict added another layer of strain. U.S. stockpiles of Patriots and especially THAAD interceptors took heavy hits. Replenishment timelines stretch into years, not months, and every interceptor fired in one theater is one less available for Europe or the Pacific. That reality collides with the nightly Russian barrages that force Ukraine — and by extension its suppliers — to expend high-cost interceptors against mixed drone-and-missile attacks.

Closing the Gap Requires More Than Extra Orders

None of this is abstract for people who follow defense production or train with the systems in question. Cheap, numerous threats punish exquisite, scarce defenses. The West still fields excellent high-end weapons, but the industrial side has not kept pace with the volume Russia and other adversaries are generating. Redesigning for mass production of attritable systems, speeding the feedback loop from battlefield to factory, and treating industrial capacity as a core warfighting requirement are no longer optional.

Vandier’s warning is straightforward. The math does not currently favor the West. Closing that gap requires more than additional orders for the same expensive interceptors. It requires changing how the weapons are designed, built, and fielded so the alliance can fight at the scale the current fight demands.
